A. PENDAHULUAN

Landasan dari teori lokasi adalah ruang. Tanpa ruang maka tidak mungkin ada lokasi. Dalam studi tentang wilayah, yang dimaksud dengan ruang adalah permukaan bumi baik yang ada diatasnya maupun yang ada dibawahnya sepanjang manusia awam masih bias menjangkaunya. Lokasi menggambarkan posisi pada ruang tersebut (dapat ditentukan bujur dan lintangnya). Studi tentang lokasi adalah melihat kedekatan atau jauhnya satu kegiatan dengan kegiatan lain dan apa dampaknya atas kegiatan masing-masing karena lokasi yang berdekatan (berjauhan) tersebut.

Teori lokasi adalah ilmu yang menyelidiki tata ruang (spatial order) kegitan ekonomi, atau ilmu yang menyelidiki alokasi geografis dari sumber-sumber yang langka, serta hubungannya dengan atau pengaruhnya terhadap lokasi berbagai macam usaha atau kegiatan lain baik ekonomi maupun social. Dalam mempelajari lokasi berbagai kegitan, ahli ekonomi regional /geograf terlebih dahulu membuat asumsi bahwa ruang yang dianalisis adalah datar dan kondisinya disemua arah adalah sama. Salah satu unsure ruang adalah jarak. Jarak menciptakan ‘gangguan’ ketika manusia berhubungan /berpegian dari satu tempat ke tempat lainnya. Salah satu hal yang banyak dibahas dalam teori lokasi adalah pengaruh jarak terhadap intensitas orang berpegian dari satu lokasi kelokasi lainnya.

Walaupun teori yang menyangkut pola lokasi ini tidak berkembang tetapi telah ada sejak awal abad -19 . secara empiries dapat diamati bahwa pusat-pusat pengadaan dan pelayanan barang dan jasa yang umumnya adalah perkotaan (central places), terdapat tingkat penyelidikan pelayanan yang berbeda –beda . pelayanan masing-masing kota untuk tingkat yang berbeda bersifat tumpang tindih, sedangkan untuk yang sentingkat walaupun tumpang tindih tetapi tidak begitu besar. Keadaan ini bersifat universal dan dicoba dijelaskan oleh beberapa ahli ekonomi/geograf yang dirintis oleh Walter Christaller. Ahli ekonomi Von Thunen melihat perbedaan penggunaan lahan dari sudut perbedaan jarak ke pasar yang tercermin dalam sewa tanah. Weber secara khusus menganalisis lokasi industry. Ketiga tokoh diatas dianggap pelopor/ pencipta landaan dalam hal teori lokasi. Tokoh yang muncul belakangan pada umumnya memperdalam atau memodifikasi salah satu teori atau menggabung pandangan dari tiga tokoh yang disebutkan di atas.

B. SISTEM K = 3 DARI CHRISTALLER

Walter Christaller pada tahun 1933 menulis buku yang diterjemahkan dalam bahasa inggris berjudul central places in southern germany . dalam buku ini Christaller mencoba menjelaskan bagaimana susunan dari besaran kota, jumlah kota, dan distribusinya didalam satu wilayah. Model Christaller ini merupakan suatu system geometri dimana angka 3 yang ditetapkan secara arbiter memiliki peran yang sangat berarti. Itulah sebabnya disebut system K = 3 dari Christaller.

Cristaller mengembangkan modelnya untuk suatu wilayah abstrak dengan cirri-ciri berikut:

1. Wilayahnya adalah dataran tanpa roman, semua adalah dataran dan sama.

2. Gerakan dapat dilaksanakan kesegala arah (isotrapicc surface)

3. Penduduk memiliki daya beli yang sama dan tersebar secara merata pada seluruh wilayah

4. Konsumen bertindak rasional sesuai dengan prinsip minimalisasi jarak/biaya.

Model Christaller tentang terjadinya model arean perdagangan heksagonal sebagai beikut.

1. Mula mula terbentuk areal perdagangan satu komoditi berupa lingkaran . setiap lingkaran memiliki pusat dan menggambarkan threshold pada komiditi tersebut.

2. Kemudian digambarkan lingkaran-lingkaran berupa range, dari komoditi tersebut yang lingakrannya boleh tumpang tindih

3. Range yang tumpang tindih dibagi antara kedua pusat yang berdekatan sehingga terbentuk areal yang heksagonal yang menutupi seluruh dataran yang tidak lagi tumpang tindih.

Tiap barang berdasarkan tingkatan ordenya memiliki heksagonal sendiri sendiri.

C. TERJADINYA KONSENTRASI PRODUSEN /PEDAGANG DARI BERBAGAI JENIS BARANG

Christaller meyatakan bahwa produsen berbagai jenis barang untuk orde yang sama cendrung berlokasi pada titik sentraml di wilayah nya dan hal ini mendorong terciptanya kota.

Dalam dunia nyata threshold secara ruang bisa menyusut lebih dari separohnya karena kepadatan penduduk cukup tinggi dipusat kota dan makin rendah apabila makin menjauh dari pusat kota. Hal ini berate bila pengusaha menambah jenis barang yang diproduksi /dijualnya , ia memperkecil threshold dan usahanya . akan tetapi hal ini hanya berlaku sampai batas tertentu antara lain biaya tetapnya tidak/belum naik, belum perlu melakukan investasi tambahan , dan tidak ada factor pembatas lainnya dalam berproduksi. Hal ini dapat menjelaskan mengapa di kota terdapat banyak pedagang yang menjual barang dari berbagai jenis dan memilih berlokasi berdekatan di pasar dan bukan menyebar.

D. TERJADINYA KONSTRASI PRODUSEN/PEDAGANG DARI BARANG SEJENIS

Uraian tentang range dan threshold dapat menjelaskan mengapa terjadi konsentrasi dari berbagai jenis usaha pada satu lokasi tetapi konsep itu tidak dapat menjelaskan mengapa dipasar juga ada kecendrungan bahwa pedagang dari komoditi sejenis juga memilih untuk berlokasi secara berkonsentrasi/berdekatan.konsep threshold tidak memungkinkan produsen /pedagang sejenis berada berdekatan karena pada satu ruang threshold hanya boleh ada satu produsen/pedagang. Apabila berdekatan harus ada yang gulung tikar dan yang tersisa hanya satu produsen/pedagang. Mencuatnya threshold memang memungkinkan lokasi satu produsen/pedagang sejenis tidak lagi terlalu berjauhan, tetapi tetap tidak memungkinkan untuk berusaha secara berdekatan. Untuk dapat menjelaskan adanya kecendrungan di kota bahwa pedagang sejenis juga memilih berlokasi berdekatan, perlu suatu pendekatan makro.

Dalam konsep kota, untuk kegiatan yang memiliki pasar sempurna maka range dan threshold individual menyatu dan berubah menjadi range dan threshold seluruh kota. Range dan threshold mikro (individual) bergabung dan berubah menjadi range dan threshold makro (seluruh aktifitas ekonomi yang ada di kota dipandang sebagai satu kesatuan). Untuk kegiatan yang bersifat monopoli dan oligopoly, range dan threshold individual masih tetap berlaku walaupun tidak kaku.

E. TERJADINYA ORDE PRODUSEN/PENJUAL

Dalam hal ini jenis barang dikelompokan menjadi:

1. Yaitu barang kebutuhan sehari-hari atas dibeli setiap hari/hamper setiap hari.

2. Yang dibeli rata rata setiap 3 bulan sekali,

3. Rata rata dibeli harganya mahal atau barang mewah.

Dari susunan seperti ini masing masing jenis barang memiliki orde sesuai dengan kelompoknya . makin tinggi ordenya, range pemasaranya makin luas dan threshold nya juga makin luas. Pengelompokan seperti ini seakan-akan mengatakan bahwa komoditi itu tidak mungkin berubah orde. Range dan threshold nya karena terkait dengan jenis barangnya , tidak bisa berubah. Ditinjau dari jenis barangnya, ordenya tidak berubah, artinya barang itu tetap masuk kelompok 1 , kelompok 2 , dan seterusnya akan tetapi, apabila ditinjau dari produsennya maka orde produsen dapat berubah caranya adalah apabila produsen memproduksi seccara besar-besaran dan menjual barangnya untuk pasar yang lebih luas.

Dalam dunia nyata harga pokok masih dapat diturunkan dengan menerapkan teknologi produksi yang lebih efisien atau jumlah produksi mencapai skala berproduksi yang ekonomis (economic of scale). Economi of scale mendorong terciptanya specialisasi dna sebaliknya. Specialisasi menciptakan efisiensi dalam berproduksi. Walaupun udaha untuk meningkatkan jumlah produksi dan menggunakan distributor dapat memperluas jangkauan pemaaran (range), tetapi jangkauan pemasaran tetap ada batasanya. Range pemasaran dibatasi oleh berbagai factor seperti ongkos transportasi yang semakin mahal, barang yang tidak tahan lama diperjalanan, terbatasnya jumalh yang dapat diangkut dalam sekali jalan, dan adanya pkrodusen/distributor ditempat lain yang melakukan hal yang sama.

Hubungan perdagangan antara kota dengan orde yang sama atau kota orde lebih tinggi membeli dari kota orde lebih rendah (untuk produsen tertentu) mungkin terjadi, karena perbedaan konsentrasi/specialisasi produk dimasing-masing kota. Hal ini dijelaskan oleh A. Losch dalam bukunya (setelah diterjemahkan kedalam bahasa inggris oleh Gustav Fischer) the economics of location. Losch menjelaskan dengan cara yang sangat rumit dan sulit dimengerti karena menggunakan gambar abstrak (mengikuti cara Christaller). Kesimpulanya sama dengan yang dikemukakan diatas yaitu selain perdagangan mengikuti model Christaller juga aka nada perdagangan antar kota pada haeraki yang sama dan bahwa kota dengan hieraki lebih tinggi terkadang juga membeli produk yang dihasilkan oleh kota dengan hierarki lebih rendah.

F. BENTUK KUVE PERMINTAAN SEBAGAI AKIBAT FAKTOR JARAK

Teori ekonomi murni mengajarkan bahwa bentuk kurve permintaan berbeda untuk jenis pasar yang berbeda. Jenis pasar utama adalah monopoli, oligopoly, dan pasar sempurna.

Factor lain menyebabkan dapat terjadi perbedaan harga adalah jarak. Apabila antara lokasi satu pedagang dengan pedagang lainnya terdapat jarak dan untuk mencapainya dibutuhkan waktu dan biaya maka salah satu pedagang dapat menaikan sedikit harga tanpa kehilangan seluruh pembelinya. pelanggan yang terjauh darinya akan beralih ke pedagang lainnya yang tidak menaikan harga tetapi pelanggan yang dekat dengannya tidak akan beralih karena waktu dan biaya untuk menempuh jarak tersebut masih lebih besar dari pada perbedaan harga jual diantara pedagang. Dengan demikian bentuk kurve permintaan adalah mirip kurve permintaan pasar monopoli atau oligopoly tetapi lebih datar. Dan factor lain yang menyebabkan perbedaan harga adalah product differentiation. Termasuk pelayanan , promosi, pelayanan purna jual dan pembelian secara kredit.

G. MODEL VON THUNEN

Johann heinrich von thunen seorang ekonom dan tuan tanah di jerman menulis buku berjudul der isolierta staat in beziehung auf land wirtschaft pada tahun 1826, ia mengupas tentang perbedaan loksi dari berbagai kegiatan pertanian atas dasar perbedaan sewa tanah ( pertimbangan ekonomi ). Von thunen membuat asumsi sebagai berikut.

1. Wilayah analisis bersifat terisolir (isolated state) sehingga tidak terdapat pengaruh pasar dari kota lain.

2. Tipe pemukiman adalah padat dipusat wilayah (pusat pasar) dan makin kurang padat apabila menjauh dari pusat wilayah

3. Seluruh wilayah model memiliki iklim , tanah , dan topografi yang seragam

4. Pasilitas pengangkutan adalah primitive (sesuai dengan zaman) dan relative seragam. Ongkos ditentukan oleh berat barang yang dibawa

5. Kecuali perbedaan jarak pasar , semua factor alamiah yang mempengaruhi penggunaan tanah adalah seragam dan konstan.

Berdasarkan asumsi diatas von thunen membuat kurve hubungan sewa tanah dengan jarak kepasar sebagai berikut:

Perkembangan teori von thunen adalah selain harga tanah tinggi dipusat kota dan akan makin menurun apabila makin menjauh dari pusat kota : harga tanah adalah tinggi pada jalan-jalan utama (akses keluar kota) dan akan makin rendah bila menjauh dari jalan utama. Makin tinggi kelas jalan utama itu , makin mahal sewa tanah disekitarnya.

H. TEORI LOKASI BIAYA MINIMUM WEBER

Alfred weber seorang ahli ekonomi jerman menulis buku berjudul uberden standort der industrien pada tahun 1909. Weber menganalisis lokasi kegiatan industry. Weber mendasarkan teori nya bahwa pemilihan lokasi industry didasarkan atas prinsip minimisasi biaya. Weber menyatakan bahwa lokasi setiap industry tergantung pada totoal biaya transportasi dan tenaga kerja dimana penjumlahan keduanya harus minimum.

Weber bertitik tolak pada asumsi bahwa:

1. Unit telahan adalah suatu wilayah yang terisolasi, iklim yang homogeny, konsumen terkonsentrasi pada beberapa pusat, dan kondisi pasar adalah persaingan sempurna.

2. Beberapa sumber daya alam seperti air, pasir dan batu tersedia dimana-mana dalam jumlah yang memadai.

3. Material lainnya seperti bahan bakar mineral dan tambang tersedia secara sporadic dan hanya terjangkau pada beberapa tempat terbatas.

4. Tenaga kerja tidak ubiquitous (tidak menyebar secara merata) tetapi berkelompok pada beberapa lokasi dan dengan mobilitas yang terbatas.

Menurut weber dari ketiga asumsi diatas ada tiga factor yang mempengaruhi lokasi industry yaitu biaya transfortasi, biaya upah tenaga kerja, dan kekuatan agglomerasi atau deagglomerasi. Weber memberi contoh 3 arah sebagai berikut. Konsep ini dinyatakan sebagai segitiga lokasi atau locational triangle seperti gambar :

Untuk menunjukan lokasi optimum tersebut lebih dekat kelokasi bahan baku atau pasar, weber merumuskan indeks material (IM) sebagai berikut.

IM = bobot bahan baku local/ Bobot produk akhir

Apabila IM >1 , perusahanan akan berlokasi dekat ke bahan baku dan apabila IM < 1 perusahan akan berlokasi dekat pasar.

I. TEORI LOKASI PENDEKATAN PASAR LOSCH

Losch melihat persoalan dari sis permintaan (pasar). Lorch mengatakan bahwa lokasi penjual sangat berpengaruh terhadap jumalah konsumen makin enggan membeli karena biaya transportasi untuk mendatangi tempat penjual semakin mahal. Produsen harus memilih lokasi yang menghasilkan penjualan terbesar yang identik dengan penerimaan terbesar. Pandangan ini adalah mengikuti pandangan Christaller seperti diuraikan terdahulu. Atas dasar pandangan diatas Losch cendrung menyarankan agar lokasi produksi berada dipasar atau didekat pasar.

J. TEORI LOKASI MEMAKSIMUMKAN LABA

D.M. Smith (dikutip dari glasoon, 1974) dengan menitrodusir konsep average cost (biaya rata-rata) dan average revenue (penerimaan rata-rata) yang terkait dengan lokasi. Dengan asumsi jumalah produksi adalah sama maka dapat dibuat kurve average cost (per unit produksi) yang bervariasi dengan lokasi. Dilain sisi dapat pula dibuat kurve average revenue yang terkait dengan lokasi . kemudian kedua kurve itu digabung dan dimana terdapat selisih average revenue dikurngi average cost adalah tertinggi maka itulah lokasi yang memberikan keuntungan maksimal .

Mr grone (1969) berpendapat bahwa teori lokasi dengan tujuan memaksimumkan keuntungan sulit ditangani dalam keadaan ketidak pastian yang tinggi dan dalam analisis dinamik. Menurut isard (1956) masalah lokasi merupakan penyeimbang antara biaya dengan pendapatan yang diharapkan pada suatu situasi ketidakpastian yang berbeda-beda. Keuntungan relative dari lokasi bisa saja sangat dipengaruhi pada tiap waktu oleh factor dasar:

a. Biaya input atau bahan baku

b. Biaya transportasi

c. Keuntungan agglomerasi

Richardson (1969) mengemukakan bahwa aktifitas ekonomi atau perusahaan cendrung untuk berlokasi pada pusat kegiatan sebagai usaha mengurangi ketidakpastian dalam keputusan yang diambil guna meminumkan resiko. Dan sedangkan Klaasen (1972) menekankan peranan preferensi lokasi seperti peranan amenitas dama menarik industry-industri saling mendekat dimana lokasi perusahaan ditentukan dengan mempertimbangkan penyediaan input dan besarnya pasar yang dihadapi. Ia menyatakan bahwa semakin besar suatu kota, tidak hanya penyediaan input yang semakin besar melainkan juga daerah pasarnya pun lebih besar.

K. MODEL GRAVITASI SEBAGAI FAKTOR PENTING PENENTU LOKASI

Model gravitasi adalah model yang paling banyak digunakan untuk melihat besarnya daya tarik dari suatu potensi yang berada pada suatu lokasi. Model ini sering digunakan untuk melihat kaitan potensi suatu lokasi dan besarnya wilayah pengaruh dari potensi tersebut.

Pada abad ke-19 Carey dan Ravenstein (dikutip dari Lioyd, 1977) melihat bahwa jumlah migrasi ke suatu kota sangat erat terkait dengan hukum gravitasi newton. Artinya banyak nya migrasi masuk kesuatu kota sangat terkait dengan besarnya kota tersebut dan jauhnya tempat asal migrant tersebut. Barulah pada abad ke -20 John Q. Stewart dan kelompoknya pada school of social physics menerapkan secara sistematik model grafitasi untuk menganalisis interakasi social ekonomi.

L. TEORI PEMILIHAN LOKASI KEGIATAN INDUSTRI SECARA KOMPREHENSIF

Tidak ada sebuah teiru yang bisa menetapkan dimana lokasi suatu kegiatan produksi (industry) itu sebaiknya dipilih. Untuk menentukan lokasi suatu industry (skala besar) secara komprehensif, diperlukan gabungan dari berbagai pengetahuan dan disiplin. Pengusaha bertarap internasional pada umumnya memilih lokasi yang memungkinkan menjangkau pasar yang seluas mungkin. Namun, mereka tidak bisa lepas dari tindakan para pengusaha lain yang telah atau akan beroperasi pada lokasi tertentu. Para pengusaha internasional mempertimbangkan beberapa factor antara lain adalah ketersediaan bahan baku , upah buruh, jaminan keamanan , pasilitas penunjang, daya serap pasar local, dan aksebilitas dari tempat produksi ke wilayah pemasaran yang dituju (terutama aksesibilitas pemasaran ke luar negeri). Dan belakangan ini factor stabilitas politik juga penting.

Pada tingkat pemilihan lokasi, penetapan lokasi industry terkait dengan dua sudut pandang, yaitu sudut pandang pengusaha dan sudut pandang pemerintah. Pengusaha melihat lokasi di situ juga memperhatikan efisiensi pemakian ruang, artinya untuk setiap lahan yang tersedia , dipilih kegiatan apa yang paling cocok di situ yang menjamin keserasian pemakaian lahan yang secara nasional akan memberikan nilai tambah yang optimal.

Dari kacamata perusahaan, perusahaan harus menetapkan lokasi industrinya melalui berbagai pertimbangan. Sehingga memanfaatkan beberapa keahlian, mulai dari keahlian yang menyangkit teknis, seperti ahli dibidang teknis banguanan, ahli daya dukung lahan, ahli permesinan, dan beberapa ahli lain-lainnya. Sehinggap apabila hendak membangun atau mengembangkan sebuah usaha baru pada lokasi tertentu, pengusaha harus melakukan apa yang dinamakan studi kelayakan financial.

Menetapkan lokasi sebuah usaha, pertama-tama harus mempelajari peraturan yang ada, yaitu di mana saja usaha seperti itu boleh dibangun. Terkadang ada pilihan antara berlokasi pada industrial estate (kawasan industry) yang sudah mendapakan izin dari pemerintah atau luar industrial estate. Kedua pilihan itu harus dihitung terlebih dahulu kerugian dan keuntungannya, bukan hanya dari sudut keuangan tapi juga dari sudut keamanan/sikap masyarakat. Dalam menganalisi masing-mansing factor diatas, tidak cukup hanya berdasarkan pada keadaan masa kini. Artinya harus dapat diramalkan perubahan yang bakal terjadi dimasa yang akan dating, baik perubahan yang disebabkan oleh factor yang dating dari luar maupun perubahan karena perusahaan mulai beroperasi didaerah tersebut. Hal ini terutama penting diperhatikan oleh perusahaan yang bersekala besar karena akan langsung mengubah kondisi ekonomi dari social disekitar lingkungannya. Contoh perubahan yang berasal dari luar, termasuk perubahan kebijakan pemerintah. Jadi diperlukan kerja sama antara berbagai keahlian untuk dapat membuat suatu perhitungan yang tepat.
